EMPLOYEE TERMS OF REFERENCE
POSITION TITLE: Operations & Programs Manager
AREA: Operations & Programs
LOCATION: Port Moresby (with regular domestic travel as required)
TYPE / DURATION: Permanent, full-time
REMUNERATION: This is a leadership role at KTF and will be remunerated accordingly
REPORTING TO: Chief Operations Officer
ORGANISATIONAL BACKGROUND:
As an international development non-government organisation (NGO), KTF implements sustainable initiatives in partnership with Papua New Guinean communities.KTF delivers programs in Education, Health, Livelihoods and Leadership across Papua New Guinea.
POSITION PURPOSE:
The Operations & Programs Manager will be responsible for managing the operations and growth of the Port Moresby office including system improvements, human resource management and program design and delivery. Reporting to KTF’s Chief Operations Officer, this role is integral for the growth and sustainability of operations moving forward.
KEY TASKS:
Human Resource Management
Manage the human resource function in PNG comprising of a small project driven team in Port Moresby and Kokoda with the potential for geographic expansion;
Manage recruitment processes in PNG;
Implement performance management processes for all PNG based staff;
Schedule learning & development activities with assistance from head office.
Operations & Office Administration
Strengthen office practices, policies and procedures;
Assist the COO with strengthening financial and risk management systems;
Assist the COO with monitoring up to date security and safety issues;
Work with the COO to implement KTF’s strategic vision across all functions of the organisation;
Manage the effective administration of the Port Moresby office including stationery ordering, storage management, technology, telecommunications;
Liaison with building management to resolve issues concerning the office;
Marketing & Fundraising
Work with the CEO & COO to identify and pursue fundraising opportunities and activities in Port Moresby and beyond;
Where required, assist with business development activities including holding relationships with donors;
Attend relevant events;
Assist with drafting communications relating to KTF’s projects including project updates, donor reports & acquittals, fundraising proposals and social media posts.
Program Management
Participate in project concept and design phases of the project management lifecycle;
Support the identification of potential partners and follow KTF partnership procedures. Partners could include community members, project stakeholders, donors and government (Papua New Guinean and Australian)
Work with current project staff based in PNG and Australia to implement and project manage all KTF projects across PNG including logistics management, personnel and partner management and budget management;
Take a project lead on select projects;
Effectively manage monitoring and evaluation activities including the drafting of and collecting quarterly reports, participating in community consultations and writing project updates and reports;
Implement KTF monitoring and evaluation framework across all projects.
SELECTION CRITERIA:
Essential:
Minimum Bachelor level qualification in development (or similar) or project management or business;
Proven experience in project management (ideally within the development context);
At least 5 years of experience working with NGOs or within the education sector;
Excellent organisational skills with demonstrated experience in managing people;
Proven experience in monitoring and evaluation activities;
Well-developed interpersonal, communication and stakeholder liaison skills with a demonstrated ability to produce high quality reports;
Demonstrated ability to establish and maintain complex stakeholder relationships, including the ability to work with diverse teams and cultures;
Proven experience in Marketing and Communications with examples of written documents (projects, communications, social media);
